In order to reserve processor resources for time-sensitive multimedia applications (including Windows audio applications), Windows implements a network bandwidth control called ‘network throttling’, which restricts the processing of non-multimedia network traffic when audio applications are running. Bandwidth throttling is when your Internet service provider (ISP) or mobile provider purposefully slow down your Internet speed. Sometimes, an ISP will limit bandwidth because the network is congested, and they are worried about servers crashing. A better technique is to use dynamic bandwidth throttling, which monitors and analyzes overall network capacity. Whereas normal throttling simply specifies a maximum data rate, dynamic throttling adds a "busy time" percentage. This is the fraction of the bandwidth that you want to allocate when the network is busy.
